Paul's Story.

Paul Carolan has been a dedicated leader in the HALO Air Ambulance program since 2018, serving as Chief Executive Officer and senior executive leader. A fierce advocate for an equitable, patient-centric helicopter air ambulance system, Paul is committed to ensuring that HALO remains a vital and sustainable emergency medical service for Southern Alberta. Under his leadership, HALO continues to advance a diversified fund development model, safeguarding the program against economic fluctuations and government changes.

 

With a strong background in fund development, Paul is passionate about fostering meaningful partnerships and strengthening relationships within the community. He firmly believes that HALO’s success is intrinsically tied to the individuals, businesses, and communities that live, work, and invest across its vast response area. His strategic vision and leadership are driving HALO’s ongoing growth, ensuring the program evolves to meet the dynamic challenges of today’s healthcare and emergency response landscape.

 

Beyond his role at HALO, Paul has been an integral part of the Medicine Hat community since 1995. His commitment to public service is evident through his appointment to the Medicine Hat Police Commission, where he brings a wealth of experience in governance, risk management, and community advocacy.

 

Raised in Central Alberta after immigrating from the United Kingdom at the age of four, Paul’s early years were shaped by a strong sense of community, instilled by his father’s work in infrastructure project management. His diverse professional background spans residential and commercial development, telecommunications, oil and gas, hospitality, and finance, providing him with a unique perspective on leadership and organizational growth.

 

Paul's dedication to service extends far beyond his professional career. He has been a long-time community volunteer, serving in roles such as U18 club volleyball coach, assistant coach for the Medicine Hat College Women’s Volleyball team, and a volunteer in search and rescue, ski patrol, emergency preparedness, and disaster response. When he’s not leading HALO or contributing to the community, Paul is an avid backcountry hiker, climber, skier, and camper.

 

Paul Carolan’s leadership at HALO is defined by his unwavering commitment to innovation, efficiency, and pushing boundaries to enhance emergency medical services. His work continues to shape the future of HALO, ensuring it remains a world-class air ambulance program dedicated to saving lives and serving Southern Alberta.
